We have covered UI kits many, many times before. But never have the kits been exclusively built with CSS. All 10 of the kits below have been coded beautifully using CSS3 techniques and all include a range of common web UI elements.
This post has been in the pipe-line for a very long time, that only goes to emphasizes the rarity of a good pure CSS UI kit. Hope you enjoy them.

ui.css is a tool for creating clean user interfaces for the web. The download includes a css file with styles for all the elements, including :hover and :active states.

Metro UI CSS is a set of styles to create a site with an interface similar to the Windows 8 Metro UI. The set of styles developed as a self-contained solution, although it can be used as an addition to any other CSS framework.
This kit offers a huge assortment of UI elements made in nearly only CSS (only one image used for the dropdowns arrow).
